General Biography
Thom has more than 30-years of litigation experience in state and federal courts, including appellate experience.  He has also served as State Counsel for the American Insurance Association and is recognized as a leading authority in insurance related matters, including bad faith claims, rate and regulatory filings, residual market mechanisms, reinsurance and company or agency formations.  Thom joined the firm in 1975 after serving a year as a law clerk to the Honorable Donald S. Russell, Circuit Judge, United States Court of Appeals for the Fourth Circuit.
